I’ve had the same problems including jpegs in LaTeX. You will get perfect quality postscript out of xv, ImageMagick and pretty much any other tool.

I don’t know if Tex does this automatically but there are a load of tools for rescaling including xv, gimp, ImageMagic. What is the source of your figure? Yep, just saying ugly doesn’t help.
I guess it used the bounding box value from that PDF grsphic applied it to all images.
